This common attitude found among the masses is a double-edged sword when it comes to their survival; it could help them survive major natural disasters when their rulers demand of them to leave the cities and/or coasts, but it has also lead these same people down the slow path of their own destruction.
When the jewish revolutionaries had a war against the Russian Royal Family, and eventually brutally executed the family members - one by one, starting with the children - the people of Russia, for the most part, were apathetic to the whole thing. After all, it was just yet another instance of warring parties vying for power over the Russian people.
But what did this common apathy among the Russian people result in?
Russia became the first communist nation of the world, and began to systematically slaughter its Christians, White Russians, Priests and Nuns, business and land owners, and anyone who was not an avowed communist. The apathetic Russians, who suddenly found themselves surrounded by people who no longer had any concept of God or rights, were now at the mercy of the very people they had felt apathetic about.
It was these Russians, who - after the first purges in communist Russia - were the masses of people that first felt the cruel and demonic rule of the communists over every single aspect of their now pathetic lives. It was their apathy that had kept them from moving out of the way of the noose that the communists had prepaired for them over the years.
In America, we too have this mass of people who are apathetic towards their rulers and the rules/edicts/laws that they pass down to us from Washington. These people are your t.v watchers, your sportsball fans, your bar-goers, your neighbors and townsfolk. They make up the greater mass of the American populace, no matter their race; but even so, each race has its own ratio of apathetic to energized peoples. It is these people who the bulk of propaganda is directed at, for their slumber is a required variable for our rulers' continued ownership over the nation.

But, just like in Russia, there still remains a chunk of people who's apathies don't align with what their rulers want; they don't care about following the edicts or demands of our rulers in America.

When the rulers over a peoples becomes a direct threat to those very peoples, the apathetic ones who can see what's coming is going to redirect their apathy to more specific things. They will no longer care about gun laws, they will no longer care about the artificial social pressure to conform to the rulers' imposed culture of weakness and subservience.
These people will still operate their lives as usual, but they will also disregard alot of the restrictions imposed upon them; restrictions that they themselves used to follow in most cases. They will make/buy their firearms, they will hunt and fish without permits, they will live off the land and disregard the government's attempt to get them to eat the bugs, and they will use Gold/Silver and Monero to buy/sell things without "paying their dues" to the government.
It will be the apathy of Americans that allows them to continue to exercize their God-given rights when the government no longer wants to have an armed and competent population in their way. Their apathy will be one of the only things to keep them from being turned into slaves in the future.
Those who don't care what their rulers have to say will be the ones to keep hold of the things they value.
