William O'Connell, 24, Applied ABC

William O'Connell is the second worker from Applied ABC that has been charged with assaulting students on the grounds of Parker-Varney Elementary School, according to the Manchester Police.

William O'Connell - from Allenstown - is a "behavior technician" employed by ABC, a contracted provider for the Manchester School District. Applied ABC is a Manchester company that works with autistic and special-ed students.
He is facing charges for assaults on 2 children on January 4th, 2024 according to the Manchester Police.

The Superintendent of the school district, Jennifer Chmiel Gillis, wrote a letter to the effected families.

"Immediately upon being notified about the incidents, school officials removed both Applied ABC workers from their jobs. They have not and will not return. We have also added new, immediate layer of daily oversight in each school, which will be led by an in-school member from the district office.
That person will work closely with each school principal to meet daily with contracted special education workers to assess all activity and report back all findings.
The district is assessing its options and immediate steps with regads to the Applied ABC contract currently in place. The company is undergoing outreach to current Manchester contracted employees to complete required enhanced safety training"

In a seperate statement, Manchester Mayor Jay Ruais called the reported assaults as horrific incidents.

"This marks the second occurrence in recent weeks involving contracted employees from Applied ABC, raising serious concerns about the suitability of their services within our school system".

According to the Manchester police, the incidents involving William O'Connell happened at the school at different times on the same day.
In the first incident, witnesses told police that O'Connell threw a 7 year old boy to the ground, resulting in injuries to his face.
In the second incident he also put a 7 year old girl onto the floor in "a hard manner", but she did not sustain any injuries according to the Manchester Police.

After these incidents, a warrarant for Willaim O'Connell's arrest was made; resulting in O'Connell turning himself into the police on Wednesday evening.

William O'Connell was charged with felony 2nd-degree assault and simple assault.
He was released on "personal recognizance bail", pending arraignment on March 7, 2024.
